Dr. Wendy Stout is the Manager of the Virginia Tech Coastal Collaborator Center in Hampton, Virginia through the VT Center for Coastal Studies, Fralin Life Sciences and the Virginia Seafood AREC. She leads the Coastal Resilience Extension Program that is jointly funded by Virginia Sea Grant and Virginia Tech.  She formerly served as Geospatial Programs Manager for the Commonwealth of Virginia, where she led GIS policy implementation and managed the statewide GIS authoritative data collection for Virginia. Prior to coming to Virginia Tech, she also served as Director of Spatial Analysis for University of Richmond, as Geospatial Program Specialist for NASA VSGC and GIS Analyst for FEMA.  Dr. Stout is a graduate of Christopher Newport University (BS), Virginia Tech (MS) and received her Doctorate degree, summa cum laude, from Liberty University. Her post-doctoral fellowship at Hebrew University in Jerusalem included studying archeology including researching the feasibility of lidar and remote sensing technology to discover collapsed caves in the Qumran, Israel.  Her current research interests include intersection of GIS and remote sensing with coastal issues that are facing Virginia communities. Her extension focus is on outreach, education and policy related to coastal adaptation and resilience.

This project is currently a partnership between the Institute for Engagement & Negotiation at the University of Virginia, the Institute for Coastal Adaptation and Resilience at Old Dominion University, and the Center for Coastal Studies at Virginia Tech. The former Virginia Coastal Policy Center at the William & Mary Law School participated in this partnership from 2015 until June 2023.
